PPPA develops Process-as-Code and AI LV Exchange to help state institutions, municipalities and registry holders improve services for residents and businesses. These approaches connect an organisation's internal process automation with governed data exchange between organisations at the AI agent level.
Process-as-Code turns a service's requirements and execution rules into machine-readable logic: what information is needed, what must be verified, what conditions must be met, and when the responsible employee must be involved.
AI LV Exchange provides the foundation for retrieving the necessary data from registries and partner systems, with a verifiable organisational AI agent identity and defined authority.
Together, these let the entire service journey be improved: from understanding the user's need and preparing the application, through to verifying information and receiving the result.

Predefined, machine-executable rules by which a process continues once the required conditions are met. Where all checks pass and the legal framework allows it, registration or permit issuance can happen automatically — cases requiring individual judgment are routed to the responsible employee.

This research analyses how the PPP model can be adapted for the deployment of Artificial Intelligence solutions in public administration — within the framework of the EU AI Act and Latvia's AI Centre Law.
